Luis Borrero graduated from the Pennsylvania Academy of the Fine Arts, in 1999. During his third year of study at the academy, Luis was honored with the prestigious Cresson Scholarship for European Travel. His travels in Europe had a significant impact on his early work and sparked a lasting interest in historical materials and techniques. In 2005, he went on to study historical pigments under the guidance of Peter Trubig, in New York City. Borrero has been awarded several individual artist grants, among them the Elizabeth Greenshields Foundation Grant from Montreal, Canada and the Constance Saltonstall Foundation Grant from Ithaca, New York. In 2007, he was selected to exhibit at the Museo de Arte Contemporaneo de Puerto Rico as a part of the Reyes-Veray Collection. The exhibition culminated in a comprehensive book of Puerto Rican artists.  

Borrero cultivates a personal style that has been influenced by contemporary figurative art as well as early Baroque artists. His work was awarded Best in Show in the Salmagundi Club's Non-Members Exhibit at the Denise Bibro Gallery in Chelsea, New York. His paintings appear in collections in Puerto Rico and the United States. 

In 2002 Borrero established his own studio school to help students learn traditional drawing and painting practices. During the past 20 years his teaching has helped many students secure institutional scholarships and awards at prestigious institutions such as Pratt institute, RISD, Cornell University and Cooper Union among others.
